Are outdated websites really useful?

Some sites look outdated: minimalistic design, short blocks of text, almost complete absence of interactive elements. However, the resource is still active and is perceived as "official". How do you distinguish sites that truly reflect the competence of a company and its technology from those that are simply maintained to create the illusion of activity and presence in the market?
