Free Internet Search for People. Legal or Illegal?

So my wife works at a hospital. Recently a patient started acting strangely around her. He apparently used Google to quickly find information about her. We came to the conclusion after our own Google search. It showed all of our addresses and phone numbers for the last ten years. I don't have any social media accounts and she is very careful not to post any information that can be traced. Somehow, very accurate data is provided by either the government or a private organization. If we find out which one is the cause, or both, how do we properly remove this information?
It is worth noting that given the number of scammers, this is indeed the case. Why and how is this even legal?
